My one year job experience as Assistant Engineer in WRD Rajasthan

Brief about Selection Procedure, Department Allotment and Appointment

• On March,07, 2013 Rajasthan Public Service Commision (RPSC) released advertisement for ASSISTANT ENGINEER (CIVIL / ELECTRICAL/MECHANICAL) COMBINED COMPETITIVE EXAMINTAION, 2013 for post Assistant Engineer [Running Pay-band (Rupees 15600-39100) Grade-Pay No.-15 (Rupees 5400) i.e. Guzzetted post in WRD, PHED, PWD & Panchayati Raj Department of Rajasthan government. 
• Between 23-7-2013 TO 25-7-2013 Prelims exam held and result of prelims exam declared on 03/03/2014. 
• Main examination held between 28-5-2014 TO 31-5-2014 and result of main exam declared on 24-12-2014. 
• Interview held between 02-12-2015 to 05-02-2016 and final result declared on 07.2.2016. With declaration of result department are also alloted according to merit and choice filled.
• Before appointment allocated department  done Medical examination and police varification in May-June,2016 &
• After it finally we got Posting/appointment. 

This journey from application form fillup and appointment takes almost 3- 3.5 years .

Reporting/Joining in posting office 

From date of posting order we get 15 days joining/reporting time. So, within this time we join our alloted sub divisions. During joining we reported Divisional incharge i.e. XEn and took charge from previous AEn by handing/taking over note. Previously posted AEn brief us about sub division functioning, staff and jurisdiction than in next few days we visited our sub division jurisdiction along with our subordinate staff i.e. JENs, Mates, Beldar etc & started day to day regular working.

Note: There is no training before posting, we got directly posting in sub divisions without any training.

Duty/Function/Responsibilities/Work of AEn in WRD

In WRD there is mainly to two type of organisation i.e. Water Resources ((WR) & Indira Gandhi Nahar Pariyojana ((IGNP). WR consists Dams,ponds, MJSA etc. works and IGNP consists Canal system. In IGNP AEn is the incharge of Sub division office and perform all technical/engineering, non technical and administrative duties. 

Technical/engineering duties 

AEn checked the estimate which is prepared by JENs (if JEN post is vacant than AEN prepares the estimates) and put up it to XEn for sanction/approval & execute the work & checking of Measurement Book i.e. MB (if JEn not available than AEN takes measurement, entry in MB and preparing the bills).

In IGNP sub division Repair & Maintanance (R&M), Operation of Canal system is the main work. New construction work also have but they are on small scale. New works are like Installation of Adjustable Proportional Module i.e. APM outlets. 

Non technical duties 

AEn monitor Irrigation water supplied in canal system and redress the grievances/complaints of cultivators regarding poor avaibality or not reaching water till canal tail end. Complaints regarding APM design, fault in installation, incorrect size etc. 

It is also responsibilties of AEn that prevent theft of water from canal system by Syphon and pump sets.

• Collection of Revenue of Supplied Irrigation water and commercial supplied water. Target are fixed for monthly/quarterly/half yearly/yearly and achieving of these target are the responsibility of AENs.

Administrative duties

AEn is the incharge of sub division office and have DDO power. Under Sub divisional office staff constists AEn, JENs, LDC, Peon, Mates, Work Supervisors, Beldars, Helpers etc.  So, all the personnel related matters like Sallery, allowances, pension etc are the responsibility of AENs. Sallery, Allowances, Pension bill can passed on after signature of AENs i.e. DDO.

Bottle neck/burning Issue in Irrigation Project AEN Job

• In IGNP project there is purpose of canal to adequate drinking water supply along with Irrigation. For irrigation there is mainly two seasons i.e. Rabi & Kharif. 
• Kharif season duration is June to August/september. There is not much irrigation water demand dururing Kharif season.
• But during Rabi season irrigation water demand is on peak because cultivatiors sowing Wheat, Chana, Musterd etc. which required lot of water. In this season cultivators try to exploit maximum use of canal system whatever way i.e. legal or illagal. They don't hasistate to take use illegal Pipe syphon and illegal water pump, Tractor Pump, which are not allowed means strictly prohibited. 
• To prevent water theft irrigation department during day and night doing patrolling with the help of police.
• During patrolling water thief (चोर) do encroachment/barrier/hurdles on canal motorable bank  which causes lot of problem/irritation to officials like spreading नुकीले कांटे, Stones and other garbage.
• Due to this kind of encroachment/barrier/hurdles on canal motorable bank patrolling team  रुकने को बाध्य हो जाती है to clear the encroachment/barrier/hurdles from the bank. इस दौरान चोर साइफन पाइप लेके भाग जाते है I
• पानी चोरो का इंटेलिजेंस नेटवर्क इतना मजबूत होता है कि उनको हमारी पेट्रोलिंग की टीम की पहले से ही खबर लग जाती है और हमे साईट पर कांटो के अलावा कुछ नही मिलता है I
• In this kind water theft intelligence system some big money mind persons, big land lords, local big politicians i.e. माफिया are involves, which done setting with local police by various ways. So, there this irrigation water theft bussiness will continues.
• Various time some water thief are cought red handed and there pipe syphons are also caught. These Pipes syphon are break down and burned on the site. Sometime we successful to take water thief along with pipe syphon in nearest police station and lodge FIR against them.
• But these water thief gang is so much powerful, either they close the case in Police station by FR or hiring strong advocate and fearing witnesses weak the cases.
• Sometimes such unfortunate incidents also happened during patrolling that water thief (चोर) are protest burning/damaging the pipe syphon. Water thief (चोर) are trying to quarling (लडाई). 
• Specially during night canal patrolling is challanging because severe cold and unadequate staff/resources.
• Sometimes canal patrolling duty done so much tiredness थकान that causes अनिद्रा in staff.
• Sometimes irrigation dept same officers do round the clock i.e. day as well as night patrolling.
• Sometimes day/night hold/stay was on site with staff without adequate facilities.
• During canal patrolling leave are not granted. So, homesickness problem also happened.  

Along with all challenges this canal patrolling work also has a some thing special like:

• From night patrolling we learn how to face challanges and hurdles in field.
• Night patrolling is also seems as advantureous task i.e. during night weather is pleasant and air is fresh. Canal is flowing with fresh water, green crop is presents everywhere, which give natural feeling.
•  During patrolling we learns how to coordinate with staff and cultivators.
• During to patrolling we learns working of police department functioning because we spends lot of time with police for many hours daily.
• Due to patrolling our working capacity is enhanced about twice thrice.
• There is self satisfaction that some poor & needful farmer got water upto canal tail end due to this patrolling work and earn thier livelihood.
• Desert land which is dry and useless have greenery and livelihood means due to this canal.

March closing

In the month of march there is lot of pressure to completely execute all works of that financial year. Office working hours are increased drastically. Budget booking is main task because fear of laps/surrender of budget.

April & Onward

From April, 1st new financial year is started and planing is going on regarding what work to be propose in this new financial year. In the IGNP Tantative work and thier amount will be send to XEN office from Sub division office for new financial year Construction Programme (CP). Finallisation and sanctioning of CP will consume almost April to June month time, during this time there is not much work load. So, life is easy going.

In Last June or beginning of July CP sanctioned and after Sanction of CP works are final which is to executed in that perticular financial year. Survey of works, preparing and sanctioning of estimate task is started.

August-September

During month of august all canals blown sand survey work is going on and levels of silt in canal bed is taken. After taking all levels estimates of blown sand prepared and tenders are invited by XENs. Task of Silt clearance work is to be completed till end of September or begining of October because Rabi crop canal regulation will start from about Mid October.

So, after Mid October cruicial work i.e. Canal water theft petrolling is begins.

Overall Experience

My experience as Asistant Engineer in IGNP i.e. WRD in pervious one year saying that this dept is easy/peaceful life except canal regulation period. There is neither so much work load nor too less. So, i feel balanced and mixed kind experience.
